He was 86 and lived at 273 N. McLean. During his 63-year practice, Dr. Warde delivered three generations of babies in one family a feat accomplished by one doctor in 10,000. Dr.

The war on dirty water is like a never-ending nightmare in which the dreamer is trying to away from a horrible fate, but, no matter what he run tries, he can't escape. There unquestionably has been progress in clearing rivers, lakes and streams of muck sewage, factory discharges and other visible forms of pollution.
But scientists are discovering toxic chemicals are killing off fish and posing a serious health hazard to humans such afflictions as cancer and birth defects. The disastrous Kepone crisis in Virginia's James River is just one example. Traditional water treatment plants are not getting the chemical out and sophisticated treatment is incredibly expensive. Congress, weary of trying to get enforcement of the tough provisions of the costly 1972 Water Pollution Control Act, is considering substantially weakening the act and granting more time for industries to meet deadlines. In April the House passed by an overwhelming 361- 43 vote amendments to the 1972 law to relax cleanup deadlines, give states more authority and weaken protection of wetlands on grounds the current requirements for getting permits to dredge and dump are unwieldy.
Environmentalists now are screaming the amendments would "gut" the law. "Under the House proposal many companies that dump substances like Kepone into our rivers will be immune from the law," charges Susan Sarason, legislative director for Clean Water Action Project. That's a coalition of most major national environmental groups which are trying to keep the water law as nearly intact as possible. Even more serious, the environmentalists charge, is the weakened protection of wetlands. They say this would destroy the habitat and breeding grounds of much of the country's wildlife, stop a natural cleansing process for many streams and rivers, damage a built-in flood control system and wipe out a natural water storage system.
About 40 per cent of the nation's wetlands already have been destroyed. The Senate tomorrow starts five days of intensive hearings here, as part of a package of field hearings around the country in an effort to decide whether to go along with the House or with the environmentalists.
